EDIT : READ WITH A HIGH LEVEL OF SARCASM, as I toy with a blockade running adder, as part of my rpg of the game: my end game, is testing the build against other players. I understand what kind of player are taking advantage of the station rescuers.

There I was charging into a burning station, limpets away, gathering resources.
Shields turned off, FSD turned off, power distributer and life support.

Heat sinks ran out.

So Time to leave the station,

My, ship, The "Maxie Power", a souped up epic Pee-Vee-No-one Adder, Usually capable of 674 m/s in a boost, (give or take load out).
I'm fully loaded so I'm boosting around 570-ish,
Shieldless,
No fsd,
no life support.

So I turn my attention to the systems and start turning everything back on, and check my swag, I've still got a limpet left, and my other two limpets are bizarely enough still alive and carrying cargo and have followed me out of the station. I checked the scanner for player ships, NPC's are not going to attack.
All clean, Jettison limpet and FULL STOP, open cargo hatch.

Come-to pappa.

My Shields came online, and then disappeared with "Under attack", I tried to boost, but by this point my engines where shot to heaven and I was hitting a max speed of 170m/s and then a second later.

What Commander in his or her right mind Shoots another Commander in open....in an stationary adder, without shields.

How on earth can this possibly be my fault

outside a hotspot of PVP nastiness, where Thargoid lovers are finishing the job off executing ships as they come out of the station.

It's not as if I've been loving dodging other players in my engineered adder,

I had connection issues, and had to play in solo, and it was too easy and boring getting in and out of the station., so back to being in Open.

Next time (REDACTED) next time, I'm not stopping for any cargo on the outside the station, and you can eat my custom coloured vapour trails

I had to go sulk in a near-by system of your inhuman nastiness (you nasty player killer), destroying my fun, doing high-speed scooping under the noses of your precious thargoid overlords, after I rebalanced my ship-weight for high-speeds.

maybe I need to change it to "El-ahrairah" instead.

After all, they don't really want PvP, they want to kill those that can't defend themselves.

Then make fun of them in comms, tell people 'get gud or go solo' then complain no one is in open....

I've never understood FDev's design logic on this type of PVP. This player hasn't pirated you, he hasn't demanded anything and he has no tangible gains (credits, status, stat increase) from killing you. In real world terms this person would be classified as a psychopath or serial killer and would be dealt with accordingly.

This is purely his enjoyment at the detriment to yours which is poor game design.

I'm looking forward to how the new C&P system affects this but as things stand this is not gameplay I welcome so I play in private groups to avoid it.

Hopefully the C&P system will make "killers" think long and hard about where they choose to fly and will be forced into the slums, avoiding secure space which I can only image is the point of having security ratings in the first place.
Killing another player for no reason has been a valid game choice from day 1 but it hasn't had the correct means of control or restriction, which I hope will now change.

The other design feature I have never understood is how we are all part of the "Pilots Federation" and yet we can kill each other without reprisal unless the cops witness it in a non-anarchy system. Surely the PF should be having a word with the mass murderers in their guild?

While you're playing in open, there's no such place... doubly so if your shields are down.

There are no safe areas in Elite; no level 70 elite newbie-guards that one shot anything that comes close.

BTW if you want a heat efficient ship, get a diamondback explorer - it's top of the class for heat dissipation.
Low Emissions Power Plant Engineering modifications will help even more.
Always use a A-rated power plant (class does not matter).
Using the lowest class D-rated Thrusters will significantly lower power draw to reduce heat generation.

Just doing these small things will give you much better heat efficiency and result in 90% of heat efficiency effects (assuming you don't have weapons installed)... After this it's nit-picking.
meaning you don't have to lower shields/distributor/fsd etc.

The PF is more of a Union that was founded by the earliest pilots of the Eliteverse in order to ensure that no one system would ever have a monopoly on space pilots.

The Federation of Sol was pretty authoritarian when it got it's act together and decided to be responsible following the great colonization rush. Many systems would have been embargoed if the Federation had gotten it's way.

The Empire after it's reorganization would have been no better and with these two Superpowers hating each others guts, the common independent system that may have been reliant on goods produced by systems claimed by ether of these two would not have been able to get the products or food they need.

This is where the PF steps in like an actual Union. "Ether hands off and no restrictions on where our pilots go or you don't get the critical resource represented by those who fly spaceships." Since the PF in those days was the only place you could get training and access to ships, that gave them a lot of authority.

Basically because everyone gets their pilot training and licenses through the PF. Trying to blame them for all the murder hobos is like trying to blame a gun manufacturer when a mass murderer kills someone with a gun. The manufacturer didn't pull the trigger. Merely produced the tool that was used. The PF is the same. You can train someone how to use a tool but after that, why would they dictate how that tool is used?

They certainly frown on crime given that actions will cause the PF to approve the authorization of bounties on their members when someone acts up hence becoming 'wanted'. But like real life, there will be those who game the system.
 
Human nature might well be the reason the Thargoids want us gone ....

But there was a pretty good live stream on Tuesday about Crime and Punishment updates next week that certainly aim at disincentivising this kind of rambunctiousness.

As for myself, still consider ALL ships to be potentially hostile until they prove (or at least indicate) otherwise!?
 
Commander Redacted wouldnt have done it if that was a NPC ship. He did it solely because you are a human and his actual reason for doing it is because he values you and he wants to interract with you. The way of socializing varies from person to person, relevant to what step of human maturation progress and evolution they are on, differing from simple chest pounding or ground pummeling to up all the way of using literature, poetry, art or so on. Just got to evaluate that person and the situation this way, and move on without giving it more significance than it deserves.

Well, that is not true.

Basically, it directly says that PF achieved the business size and power due keeping it's members in line and thus offering thrustworthiness-guaranteed services to the galaxy, employing trusted members in a galaxy full with bands of undependable thugs and pirates.

This is how I understood the Lore and is why I don't get why Anarchy systems allow PF members to harm other PF members.
Anarchy should be a system where you can act without local system law but violent acts against other PF members should always be treated harshly BY the PF (unless under the exemption of the Bounty, Powerplay, Conflict systems) according to the Lore.
