Golconda -- Predicts the name what's about to come?

Not if you think about it logically. The current 34th Century population will know generally what technology these generation ships had when they departed and can safely assume that technology, especially unused technology like communication equipment would not have changed, been upgraded or evolved very much at all. So when the Golconda started communications, it would have been relatively easy to know what equipment is required (hint it is probably in some history books). Sure they might have had to grab some comms gear from a museum or something or hastily built one using century old blueprints but all of that is quite achievable.
What I'm saying the "getting it from a museum" or "cobbling a working one from blueprints" would have added to the CG no end.

Maybe we could have also had to work out the other half of the communication link up to correctly talk to them.

Seems like the nature of the ED universe would minimise the likelihood of problems.

Firstly, we're flying ships that are, in some cases, of centuries-old design.
That would rather suggest the ED universe isn't quite as fickle as ours.
Once they find a technology that works, they stick with it unless something better comes along.

Secondly, given the way humanity has spread itself around the galaxy (the Empire is a thousand years old), there's already been plenty of opportunity for diversification so a ship travelling around the galaxy would have to be designed so it was compatible with all the different technologies found throughout the galaxy.
That being the case, it's fairly plausible that a ship's communications system could deal with all sorts of signal types and languages... including ones that are a thousand years old.

Thirdly, and slightly paradoxically, parallel evolution is also a thing too.
If you've got a bunch of smart people on a spaceship, starting out with a bunch of knowledge and a bunch of existing technology, it's fairly likely they will evolve, technologically, along a similar path to a bunch of people on a planet who'd got the same knowledge and technology.
We've already seen this plenty of times on Earth, where different inventors, in different countries, have come up with the same inventions independently.
 
I think it’s a setup. No records of the ship, funded as a private enterprise, completely understanding the language used by the “occupants” after such long isolation. The way it’s being loaded with zero interaction. Almost as if it’s empty. The disease being named The Wasting Kiss as if the communities kindness is being wasted on this. The word “Golconda” previously being synonymous with Wealth.

My money is on it being a ploy by The Club to have the community setup their “Ark” for them, filled with medical supplies etc for their Exodus when hits the fan. The speed that it’s being done though and how blantantly they hinted at it makes me think they’re expecting something really bad to happen soon...just in time for The Holidays.

A massive alien invasion would increase game sales, particularly around the holidays just saying.

There's two sides to this. Sure, on one hand we can say "Look at all that evidence, it's so obvious!".
On the other hand, that's just Elite for you. That's how it's always been because of the game's constraints. How should we know when it is actually relevant and when it's just game mechanics?
 
I think a few anagrams of “The Golconda” completely give the game away:

“Changed Loot”
“El Don Gotcha”
“Gold Cheat On”
“Each Gold Ton”

The clues are hiding in plain sight, people! ~Waves arms maniacally with wild-eyed stare~
