Newcomer / Intro Good Empire System for bounty hunting

My favorite activity is bounty hunting.

I'm looking for a good system in Empire Space analogue of LHS 317.

Empire system requirements:

1. At least 4 empire factions
2. Assassination missions
3. A Station with a large pad not far from star
4. A HazRES not far from a station

Would be better if it will be not very far from Shinrarta Dejera

HIP 8758 is what I used to grind Empire rank and, iirc, quite a few factions for the Empire there. Not sure about hazres sites though. Firsoff is a large station and assass missions ought to be present.

Exioce and Dvorsi are usually nice. I've based most of my combat ships there to bounty hunt both there and in close vicinity. It seems to be a generally good BH area, there.
It's kind of the upper part of Empire space so I guess it qualifies depending on what you consider "close to Shinrarta Dezhra"
