I find its best to find a system with a High Tech Station. You can filter the galaxy map to show trade routes to systems with high tech stations, this will help you find the closest one. Try to find one that is close when you jump in, this will save you time in super cruise
Awesome will try that is there a good guide for ship upgrading and where to find the upgrades themselves
High tech stations will have most of the upgrades you want. http://www.edshipyard.com is very good for play around with your ships build plus there are some great guide on the forums for ship loadouts

Additionally, filter it to show not just high tech, but high population too. If you do this, you'll improve the odds considerably
