Good place to farm transport ships for mats?

Just unlocked Her Tani and am about to grind mats for the power plant.

Does anyone have know a place I can farm (destroy) transport ships that is a federal system?

I heard sothis is in civil war, is that a good place to start?

I just went to the nearest Anarchy. It turned out to have a War state and had a Seeking Weapons instance full of Type 9's.

I used a general purpose Python mission runner with collector limpets. They tried ramming me, so watch out.

Should be easy to find a similar system wherever you are.

Anarchy system, head to seeking weapons (almost always type 9s) as well as haz res sites; I still think it's we have to go do this for some materials, but I'm not frontier and I won't ever quite grasp their head space. Either way, anarchy is the option. Just do not do so carrying anything.

If you're doing PowerPlay (not suggesting you should necessarily), go to an opposite power's control system which is anarchy. Then you'll also get 30 powerplay merits for each courier kill as well, provided they are PowerPlay ships and aren't aligned to your power.
