Horizons Good ship and build for combat

OK, I have a Vulture, but the power aspects seem to been nerfed since I last played, so the build is completely screwed.

I am after a good agile vessel able to take on bigger ships (Clipper size et al) with certain things in the build:
Shield boosters at 0A - pref 3 of them
Fuel scoop
Beam lasers and multi-cannons
FSD interdictor
A decent enough jump range - 12ly at least
Some cargo space
A class modules throughout for the core internals

Please note, this cannot be an engineered ship, since I haven't unlocked any of them yet.

Take the time to unlock Felicity Farseer, then upgrade your power plant - grade one requires just Sulphur & will get you approx. +20% with a good roll...really does make life more bearable with a Vulture!! Your 3 x SB preference will hamstring the rest of your build, otherwise.

I should also point out that Felicity does the FSD G5 upgrade which is a huge QoL bonus for any ship, so she is worth unlocking for this reason alone - For example my Vulture can jump 25 ly in skeleton combat build or 22 in full kick-bottom fit (unless I meet Monstro or John Raanes, then all fits are kick-bottom, but it's my bottom being kicked, unfortunately :D)

Vulture has the same powerplant it has had since I owned one back in 2015, or at least to the best of my recollection. You will need to reach Scout or higher in Exploration to unlock Felicity Farseer in the system Deciat to have the opportunity to unlock the Level 1 power plant overcharge upgrade for up to 20% power gain to you power plant. You should note however that a roll for 20% gain is probably going to be hard to come by so ensure that you are well stocked with Sulfur (the necessary and sole ingredient for a level 1 power plant overcharge roll) so you have an abundance of rolls and chances to get that 20% gain. The tradeoff will be that your ship will not disperse thermal heat as proficiently as it would without the overhcarge mod, so bear in mind the " for tat", so to speak. Suffur can be found in abundance while mining asteroids.

Here is a combat build for the Vulture ship, but if you want an A-Rated ship with respect to the core internals, which are all important for the performance of the Vulture, you cannot have 3x A-class Shield Boosters without the power plant mod. Between the military composite bulkheads and the size 5 hull reinforcement package, you should be close to 1000 integrity, which will keep your ship well fortified if the shields go down during combat. There simple isn't sufficient power for your desired count of A-class boosters. I was able to work in one (1) A-class and one (1) B-class (sacrifice about 12mj of shield boost between the A and B class on this build). It's a strong combat build, and does not take into account any engineer mods. If you were to swap out the pulse lasers for multi-cannons, it will free up a bit more power. You should further notice the prioritization of the modules, because the ship cannot fire off a SCB as well while the hardpoints are deployed and weapons are hot. Perhaps if you swap the Module 2 for a Module 1 size SCB, it will also provide a marginal reservation of power for other uses. When it comes to the Vulture, every bit of power you can reserve in your build can go a long way. However, at least the build on the below link will provide a start for a build that you can then adjust to your preferred design to support your game-play:
