There are a lot of white dwarves in local space, I'd reckon 50 - 100. Most are "unexplored" so you can go scan them. Doing them all shouldn't take more than 3 hours and that should be enough data for a permit or two without ever having to leave the bubble. So if you get bored you can switch to bounty hunting or whatever and finish later.
If there are 50 let's say and you average 40k per scan, that's 2m right there. Add another 2m for the scans you get between jumps and you've got yourself a permit (not sure how much you need for allied but I've seen numbers from 2.2m to 5.5m).
Also, go to "unexplored" named systems. They are pretty likely to have terraformed ELWs for you to scan to add to your credits.
I've found a lot of ammonia worlds in local space, as well as water worlds, water giants, metals and more. Even found some "helium giants", which I've never seen or even heard of before. Always weird finding an ammonia world in local space...
