Newcomer / Intro Got a bounty and killed for defending myself!!

Probably you shot the atacker before you scanned 'em and saw they're wanted.
Or bad trigger dicipline & you shot cops/station/bystanders.
 
There goes 800k for absolutely nothing.
Report crimes against me is on, defended myself, got bounty and blown up.

We have all been there at least once. You have to ensure that the "clean" ship you scanned has now become "wanted", even if they did fire first you have to be sure as there is a damage limit/allowance that has to be passed for them to become wanted. ( Just like you can get away with a stray shot that doesn't create enough damage to make you wanted, so can they.)
 
If it's an enemy poweplay faction, and you're in their controlled space, you may end up with a bounty for retaliating. At least, that's how it works as far as I remember.

If NPC - as above, if clean can't shoot them. Never seen this though in the way you describe...If they were a 'mission generated' enemy could they be sometimes clean?

Doesnt sound like PP if the OP doesnt even know what it is. Thats 2 mentions now, 1 more summons the Demon.

Clean/Wanted status from a normal scan is determined by the local factions, they can be a pirate with a criminal record a mile long but if they haven’t upset any faction in the current system they will show clean. This is the danger of a Kill Warrant Scanner, it can show you that the target is worth hundreds of thousands of credits but as they are clean locally you are in trouble if you attack them.
 
It was an NPC - there was no CMDR before their name.
They'd wiped my shield and took me to 95% hull before i returned fire... Do the system security ships have to arrive before a wanted level is applied?
I was so angry after this encounter :(
Went back to trading to build some cash back
 
So - the clean NPC was probably a bounty hunter themselves (are you notorious?). You can't fire back on clean NPCs or players without consequences.

Just a note on this- it now no longer matters if you scan a wanted ship or not when you open fire on it. If it's wanted, you don't pick up a bounty regardless of performing a scan.

It's a risky business doing it that way though, but seeing an FAS in the rings pummeling a T-9 while firing hatchbreakers at it probably is a giveaway to who is wanted here.

Agreed in principle but have you ever been attacked by a locally clean NPC and they still remain clean....after stripping shields and 95% hull....if the Cmdr has no bounty at all as they say....and its not PP.....

Ive never been attacked by a 'clean' ship and they remain clean unless they BH, Authority or Ganker and this was an NPC. I dont usually carry KWS, im just looking at the info panel bottom left where it usually says clean.

OP says they were on a courier mission so presumably it was a mission generated enemy. But they are usually wanted arent they? Could it be an illegal mission that generates a clean NPC who can legally attack without incurring bounty? I havent had this yet but does this scenario exist?

I thought this was happening, will now confirm with deliberate actions. And accidental non-targeted hits response seem to have been turned down again, hit a police Conda full on with 2 Adv PA and no problem while targeting a wanted behind it, usually everything turns red at that point.
