You have to log into your Frontier account at https://www.frontierstore.net/

Go to your account dashboard by clicking on the little person icon in the upper right of the web page. From there, click on My Downloadable Products.

From the list, any of the Elite Dangerous game downloads, including ones labelled Beta will download the launcher.

From there, just install the launcher, and then install the game from the launcher.
