Got Dweller invite but he's totally aggro

Blew me out of the sky as soon as I got even close to the station. I visited 5 black markets and closed game/reopened it, had my invite, flew over there and BOOM. Is this normal? Did I miss a step?

I was in solo just so I wouldn't run into any hassles. I did see any ships on the radar, and was right at the request docking mark when suddenly I noticed the base was red

Or it could be the skimmer bug that has been prevalent. I am sure that if one of those dropped on you the base would agro immediately.
