Got Elite Mercenary Rank (my only Elite Rank) and can't access Founder's World. BUG???

Got the Elite mercenary rank but can't access the System.
I know this is a system that we get the permit once we reach any Elite rank... so why the Mercenary rank is different?
Is this a bug?

Given how the rest of the Odd DLC has gone it does not surprise me in the least that the founders permit unlock is bugged, hopefully it should be quick & easy for FDev to fix (or clarify the justification for not issuing it I suppose). Have you tried relogging?

Same logic as tagging the mapper and the footprint (but not the SRV landings (eye roll)).
