No. It doesn't matter if you have on a mod or not. The results looks different because the values are in comparison with what you have on currently. So if you remove old mod, the change looks more impressive because you are basically up grading from bare bones. Compare to upgrading from level 3 to level 5, for example, the change would appear less impressive. The issue with removing mod is that you will lose that upgrade if you decide to not take any of the new rolls. I've had times when I decided to keep a really goodlevel 4 because the levels 5 roll sucks.
If upgrading from previously installed mod I like to leave the old mod in for performance comparison. For example when upgrading my dirty drives, I had a very good roll grade 4 mod installed. I rolled two grade 5 that were poor. The loss of the secondary effects from the grade 4 for the very minor increase to speed was not worth the swap at the time. So I held onto the grade 4 for a while longer. Hopes that helps.
