Griefed by an NPC

EDIT: oh it wasnt clear, I think its 3. This type of behaviour and gameplay is intended.

Of course I could have jumped to another system I contemplated doing it but I was more curious to see if I stuck around what the NPC would actually do and the result was that I got pleasantly surprised.

I would hate to see an *un-pleasant* surprise... :(
 
I have noted 'odd' behavior with NPCs similar to your issue but not as severe. I call them IRRITATORS vs GRIEFERS. Since, as has been pointed out, NPCs can't 'grief' but I say they can 'irritate the heck out of you at times. I had the silly notion that space trading would be rather mundane considering the vastness of space and there would of course be a chance of interdiction but criminey somedays forget about it. I did notice a huge drop in interdiction attempts when I got off the boards and went strictly rares. Bought a L6 for the cargo bay increase but man my Cobra haulled the heck out of rares in a sweet little circuit I had and I easily outran every interdiction. I'm learning the L6 but man is that thing a boat. Maxed out the primary stats but taking too much heat damage for some reason. Then I got pounced truly lucky to have jumped out to an alternate system and then limp into a station for repairs--picking up a 28k fine for having illicit goods aboard. No prob, I was there for a one off but Had me thinking about going back to my Cobra. Would add another week to my financial goals vs the L6 but the heat damage is too much of a nuisance even when not using the fuel scoop.
 
At least it just a single one. I got chased by an Eagle and Anaconda, with the Eagle doing interdiction duty and Annie the firing. Like you the on the 3rd interdiction the Annie drops right in front of me after I got interdicted but I was in a T-9 with full pips to shield so he lost shield instead of me going boom (glancing blow). Managed to escape but that was VERY close.

Yes I have noticed now that sometimes the interdictor ends up in front of the interdictee now.. Not sure if it is intentional but I love when someone pulls me over in my combat python and all i see in front of me are thrusters...bad day for that guy.

I've only been ganged twice, I was in my Cobra both time trading off the boards and was re-interdicted twice by same tag-team. Luckily, I was so close to the station and between me and ASTRA we got in the station tout'd suite. I was pretty lucky since same day a buddy DID get rammed in his L7 and paid for it.
 
happened 3x to me - once in my cobra while smuggling "wage released workforce" - interdicted me 2x, then started to fire at me close to the station. Similar story with a T6. the guy got blasted to bits by the station. and 1x by a local security dude. in SC and back to SC no problem, but when docking a at a spaceport and that doesn't start to fire at him, because he's the law [ that was a different story. Boosted away and outran him and lured him away from the station so I could boost back to the station and dock and hide in the hangar. This - I really enjoyed it.
 
This just happened to me this evening. Some NPC kept interdicting me. I was under the assumption that even if your target submits to interdiction, you still suffer a 40 second cool down? Well I submitted 3 times, jumping out after my cool down and the NPC was back within seconds, trying to interdict me again. Finally after the second to last interdiction where my ship randomly flipped around causing me to the evasion, I fought the last one and managed to evade and get away.
 
This happens to me all the time. The logic goes, if you simply boost away and fsd as fast as you can, the NPC won't give up, if you beat it at the interdiction game, it will go away and not try again, but as long as you only escape, they won't stop.
