The trouble with judgment by ship selection is that not enough people are that dedicated to RP that they are prepared to limit their ship choice.

True but if (insert name here) were flying a Clipper (especially with an Imperial Navy tag) then that would suggest an RP pirate or privateer rather than an opportunistic griefer.
An FDL (for instance) could be either.
The term "griefer" often gets misused. It can be quite contextual.
