Group Transportation Missions...?

I've been grinding to rank up to Rear Admiral in the Federation by running Group Transportation Missions. It was slow but steady.

Today, I look for missions, and there are only 2, rather than the usual 20 to 30 available. I checked other stations and they are the same.

What in the verse happened? Anyone know a better way to rank up in the Federation? Why does FDev keep making things harder and harder??

EDIT: I guess all I'm asking is, does anyone know where there are good Group transport missions for the Federation?

EDIT 2: Found one! If anyone is interested, I found a station in the Beiwe system that is giving out a bunch of Federation Group transport missions

The servers were in update maintenance not too long ago, maybe the mission board hadn't properly filled up yet.

This one. Mission boards seem to need to "bootstrap" a little after an update.

Hmm, well that's odd. Okay, but any idea as to how long it takes for the mission list to refresh? It's been almost 24 hours and there's still nothing there.

What also seems odd is that the other missions are available. Only the Group Transport missions are gone.

What are the states on "Each" faction on the grind station...
WARs because factions influence has matched each other for factions % will remove mission types While they go to war...

Grinding a single Station will cause Status of stations factions to change replacing missions types...
Example the Old grind is still messed up because....

Coes is at war...
Sothis is in election mess...
This removes mission types...

Okay, I get that status can change the missions available. But I can't figure out what changed, or what the status even is.

So I thought I'd try and move on to a different station. I found a Federation-loyal system, but the stations there aren't giving out much in terms of missions.

I guess all I'm asking is, does anyone know where there are good Group transport missions for the Federation?

I don't know if anyone is interested, but the Beiwe system is working great for Group transport missions. It doesn't offer more than 3 missions at a time, but the system is in a cluster of Federation systems, so as you deliver missions to other stations, they offer more missions. So I've been hopping around in a nearly endless cycle of transport missions and ranking up pretty quickly.
