As I said it can be done, it's just a case of the number of bodies you throw at the problem. However, that can lead to more bugs. You originally said just one dev which is a different prospect to a team.
So we are looking at:
UI modifications - Design's required - Normally handled by two groups of people
Database calls - Possible new tables - Normally one team
Change to netcode - Calls for data to be shown to be added - Another team
QA - Bug fixes - More people
Beta - Bug fixes
So the one dev would need to know about all of these areas within the games code to be able to do the job himself. If you took one dev from each of the teams you'd be on the right track but then other projects would fall behind.
I don't disagree with your suggestions, I think they are valid and add to the games depth but to be implemented correctly they need to be planned and placed on a timeline taking into account what they already have planned and does that impact on this new work at all or could it be enhanced by other projects.

It really sounds like CQC is what you are looking for, because it sounds like what you really want is a convenient PvP pew-pew fix. You complain about your inability to actually hunt, but you seem to be forgetting that "actual" hunting mostly consists of two things: (1) figuring out where your prey is likely to be, and (2) hanging around that area until your prey shows up.
