GTA in Space!

So I am bounting hunting in Lave and I get the Allied Police doing that bug where they go hostile for no reason.

Just to have some fun, I started flying up against a neutral Type 9, using it as cover from the Police eagle's lasers. That cop did not give any regard to the Type 9 and blew it up trying to get at me. It wouldn't crash into it, so he knew it was there, but he didn't seem to care it was innocent and between him and I.

I thought it was hilarious and it reminded me of how the police in GTA act.
 
The AI does the same thing in an asteroid field if you put a rock between you and it. It will sit on the other side just shooting the rock. Something could be done about this poor AI behaviour.
 
The most annoying thing about the Feds, is that they no longer get bounties for hitting innocent ships like we do.

I'd like to see that brought back.

I'd also like to see them being allowed to get a last shot and claim the kill instead of this 10 second nonsense.
Really, everybody should be following the same rules/law so as to make it a bit more believable that they aren't AI but just another ship in space just like you.

I'm all for the AI following the same rules as the players, but this particular thing could use some work. A partial bounty system, along with a greater threshold for assault charges or a way to apologize (like X3; complete with some guys not being forgiving) would be preferable to the ARTS/MOBA last hit award nonsense.
