guardian beacon problems

Hi, i have found a guardian beacon and for some reason when i activate all pylons and the data ball comes out, i scan it with my d-scanner and nothing happens.
I have gone close to it, damaging my Shields in the process and i have tried it from 1.3km away and still nothing happens.
What am i doing wrong, pls help.

I cant get near it, it keeps pushing me back and its enveloped in a blue glow, it also says public when i target it.
And i have tried scanning it, collecting it and shooting it to no avail.
