Can someone explain it. How do you go about it? Which are rare? Are they only for engineering guardian weapons? What 3rd party tools do you use? Any help would be appreciated.

Visit the new site, shoot things, part fall off you collect them. The drones or sentinels you shoot, bits fall off you collect.

Blueprints are more differ cult you have to charge 6 pylons and active a device quick pops out a ball. You scan, and you get one blueprint
Pylons come out of ground. You have to do the ones near the device first. For others to work

Great but, those don't really answer my question. How do you locate sites?
Galnet offers up 3 systems (they appear in contacts when in system <1000ls away)
You can also filter for guardians on the galaxy map and try your luck there

I just got 30 Micro weave cooling hoses from Mainani (thanks to this awesome dude on reddit https://www.reddit.com/r/EliteDangerous/comments/86h4n4/micro_weave_cooling_hoses/).
Shoot the loose panels every chance you get. You will have more than enough of those types of materials for everything. The longer part is getting the blueprint fragments.
Locating sites is as easy as visiting the three given to us in the galnet news. Once there, turn on the civilization filter and you'll see a lot more light up.
