Guardian Permit Space??

I've been flying around searching for Guardian Ruins and Ancient Sites and upon jumping into Vela Dark Region RC-V B2-5, I noticed all the other nearby systems were permit locked. See image below.

Anyone got any idea why all these are permit locked? Could it be Guardian space or is it more coincidence?

On a side note, Ancient Sites and Guardian Ruins are found in both FL-Y D8-5 and TN-T B3-5, the two unlocked systems seen in the image above.
Unsure if that has anything to do with things, but figured it might be useful info.

Ignore the above edit. I made a mistake and there are -NOT- any Guardian sites/ruins/structures or Ancient Ruins in those two systems. The entirety of the Regor Sector is permit locked, mind. It's not too big a pocket of space, roughly 150LY across. Can't see any Blue Guardian civilisation markers in the Regor Sector but there are more surrounding it.

Based on what I have read around the forum Regor has been locked for a long time. I was pottering around that region this weekend and had the same observation as you - Guardian sites dotted around the perimiter. The region is centred around Gamma Velorum (Regor) and is spherical with a radius of 100-110LY, although there appears to be a dent in the -X side of it from overlap with the Vela Dark region. The sprinkling of sites is suggestive this region is related to the Guardians in some way. I don't know if Regor itself is a candidate for the old Guardian home system. Wolf Rayets are some of the hottest stars in the galaxy and the decoded Guardian texts talk of some climate change event that happened in their history. Gamma Velorum is a system of several stars, it is possible one of those companions was the home system star and Regor messed it up. All my own speculation of course.

It also occurred to me that Regor is "Roger" backwards; did some reading about it today and found out that is no coincidence

Hey cmdr, well spotted! From everything that’s been found so far, the Regor sector seems to be more or less in the middle of Guardian space, and so there’s a strong suggestion that there are Guardian things inside.

Edit - Is should just clarify that what I said above has been known for a while, and as others have said, the permit locks have been in since the start of the game. Nevertheless it’s congratulations for spotting it independently!

I am not overly familiar with region locations, but I may have a slight theory on why.

one of the logs Ram Tah gives you details the possibility of guardian sites further out with data on Guardian vessels. you could of found that region!

Perhaps FDev believes that this content would be too early and locked the systems? in that case fantastic find!! you could of just made a discovery that could be game changing in the future!!

Regor Sector has been locked since day dot, well before the Guardian ruins even appeared. It's certainly likely now that the Regor sector will house something related to the Guardians, but this would have been impossible to tell back when Regor was first noted as locked off.
