Guest-animal interaction is.. not working as intended

I'm just gonna say it, I'm pretty let down by the animal interactions. As it is, my habitat is full of guests walking right past the sheep, stopping to stare at a bush and then speedwalking to the hand sanitizer. The ratio of guests walking and staring at nothing in the habitat to guests actually interacting is completely off.

I tested the interaction system with my Indian Peafowl Walkthrough Park and someone immediately went over to interact with one of them. I was not expecting it, so it was a happy surprise. But, the habitat wasn't set up with free roaming guests ( staff buildings in a section of the habitat ) so I turned it off by removing the sanitise stations, the guests then started returning to regular pathway access rules and weren't annoyed with the staff building being in range rofl.
As it is, I feel they need more control - or at least better explanation on how to control it ( like I found out about turning off animal interaction by removing the sanitising stations ) . Especially with animals that are nervous around people and essentially have nowhere to hide as the guests will just walk into their safe space. But it is a new feature, so I am sure there is some tweakage to come in the future as more people use it and provide feedback.
 
I have guests overwhelm my petting zoo, they will overcrowd the path and look into it. I have fences to give animals a break from too many guests and have set the limit to low but it still feels guests are too much.
I mean heck frontier never fixed walking tours like I had hoped so I doubt they will fully fix the petting zoos.
