It's indeed hidden in the Carrier Decommission Function. The Decommission Page will tell you if other Player Ships are on your Carrier.
(you can safely click it as an owner, since it'll require further confirmation before doing anything and additionally could be canceled if done by accident)

The problem with that, I think, is that your carrier is persistent across all modes, platforms and every instances therein. That's a hell of a lot of places in which another player might be on your carrier.The Comm Board shows recent multi-player contacts. This would at least show if your friend is in range, though it won't say if they're on the FC. If your friend hasn't dropped into the bay for outfitting or shipyard, they should still be on the pad, visible through the camera, assuming that you're docked on the FC as well. Also, like with stations, can you use your ship to scan other ships on the deck or in the bays?
Of course, none of this is my preferred method. During the beta, I requested tools to see who is on the carrier, as well as fixed position cameras that show the flight deck and surrounding areas.
