Guests not leaving just standing still after Park Closes

I closed all my rides then closed my park as I wanted to change things I didn't like. What happen is I have 75 guests that are just standing still and will not move. The control to manually move them is greyed out. Any Help on how to get them out?

I have added the rides in, open everything up with no results.
I have deleted and added the paths with no luck.
I closed the program down and restarted, then reloaded my park and they are still there.
