It is a known bug and it has been reported.

Benches without a backrest are currently "bugged".

In the meantime, you have a choice:
1. On the edges of paths, only use benches with backs. Put the backless benches in the middle of the path
2. Use whatever bench wherever and ignore the fact that some peeps face the wrong way on backless benches

what seems like years ago now...this was discussed back in the Alpha days...its not really a bug...its by design. These bench types, without a back. are two sided benches. Yes - it would be nice if this would be addressed when used on a path edge to default to a 1 sided bench, but it was never changed.
Isnt it realistic for them to face however they wish? maybe they are enjoying the scenery
in real life people always sit in places they shouldnt

I believe Wowman is correct. I seem to remember this being brought up before in the High And Far Off Days Of Gods And Heroes
Anyway, the backless benches are indeed designed to let peeps face whichever way. Problem is, if you have a path running adjacent to a wall or drop-off into the sea, and put a backless bench there, then you have a 50-50 chance of peeps burying their faces and legs in the wall, or dangling out over the void. If you don't care about that, and are only interested in what the bench looks like, then knock yourself out. But if that bothers you, then only used backed benches in such settings.
It is, but a bug now makes them a bit strange because all guests are using them now as a one-way bench and they always face away from the path. So definitely a bug.
