Guests using actual cell phones/tablets?

I've seen some youtube videos where guests have actual cell phones or tablets in their hands that looks like they are taking pictures of animals with. In my game, mainly franchise mode I see the guests sometimes go through the motions like they are doing the same thing, but there's no device in their hands.

I have all my settings maxed out so I'm wondering if this is video card related, mode related, from beta, or possibly a bug?
