I was one of the unfortunate souls that did not partake in the board flip / stack 20 missions before the 3.3 dedicated mission server was implemented. So I thought I would just share my method to grinding this horrid rank. Let me say tho, this is NOT a quick rank up, this takes approx 3 hours per rank (at least for me it did).
First thing is you will need some cash on hand. I have probably dumped approx 75-100 M so far from ranks 8-12 (Rear Admiral) in just donate missions.
Second, Need SOL System permit, which majority of people will already have.
Third, decent cargo ship, I used my Anaconda with approx 350 cargo space. Jump range not needed as you are only jumping at most 20 LY away.
Here is my method:
Cargo kitted out ship, and headed to SOL system and visited any of the main stations there. As every faction is a federal faction, makes it easier to sort for missions.
1) Search for Donate $$ missions and used them.
2) Search for Source and Return missions of Food products: Wine, Beer, Coffee, Animal Meat, Grain, Water, Fruits & Vegetables. Only those sources, almost every station you visit to deliver to will have these commodities in their market, making it super versatile.
3) Optional: Search for Donate Food missions, these are the equivalent of the donate $$ missions in terms of rewards, but if you are short on Source and Return, then pick some of these up to supplement the lack of missions.
4) Keep an eye on the server time: Every 10 min marks (xx:10, 20, 30, etc) the mission server will ADD some new missions to the givers, not a full board reset, but a good amount of new missions will appear. So if you are sitting there browsing the Mission board from 12:09 and during that time it clicks over to 12:10, exit the board and re-enter for a SEMI board flip.
5) Look for chain follow up missions that as you to Deliver to any neighboring system. Keep in mind the LS distance time, there is some that are 10k +, which are doable still but still plenty of systems nearby with < 1k. Can just be Deliver xxx to systems too, try to browse around and see if you can see more than 1 mission.
6) Choose the highest Rep+++++ as possible. Each + = 1% of reputation.
So that is my grind, like I said, took me about 3 hours per rank of going back and forth from 8-12.
