A pilot who represents the Empire in his game and wants to fly only on ships that are Imperial brands like Gutamaya is simply excluded from service on M sized landing sites, these are outposts and habitats from Odyssey. The solution is simple - you modify the Clipper to the M format, release special imperial feature only that allow the Clipper and Cutter to exchange goods with small landing sites (cargo drones, etc.) or release a new Imperial multitasker and it is important that it is quirky because it is an Imperial flavor.
