Had a good scenario yesterday at a settlement - NPC's couldn't move :)

I just turned up a a settlement, no mission. All the NPC's were rooted to the spot. They could talk, fire and rotate on the spot, but no actual walking. Just fixed in place.
So needless to say, looting that base was easier than expected.
First time I've seen that happen.

Had it happen to me last night on an extermination mission - where I got the "they've been tipped off" message beforehand, so was going in hostile. Walked in, all of them rooted to the spot pivoting around, shields up. I thought briefly about relogging to fix it (@Ydiss has spotted this before, I believe as well) but then remembered the amount of times I've been swarmed and slaughtered by NPCs since Patch 6, so instead slowly walked around the settlement blowing them away while giggling to myself. (And felt no guilt along the way!)

Probably should report it, though... hmph.
 
I wonder if its related to when NPC ships get stuck on the spot.. that happens a lot in open. As in some form of instancing bug.
Stations don't even seem to want to blow them up, in the airlock, anymore either.
 
I've seen this happen a few times in CZs over the past weeks. Most recently it happened when I was there by myself, but they started moving when my teammate got into the instance as well.

Happened to me, as well, in a CZ last week. Made winning that particular engagement tough because neither side was moving so I ended up just taking each point as they opened up. Took ages. :sick:
