Has Silver become Gold or vice versa

It has taken me some time to understand the reward system in community challenge - But I do think that I have figured it out now!

And then again! - We have just finished the CANINE CONQUEST and I was pretty sure that I performed to Gold - I bread forty puppies (acturely forty-one, but for some reason the first puppy didn’t count)
When I should collect my reward today it was with great surprise that I was met with the message “congratulation you won a silver medal” … I was rewarded 2 animals, and no hat!?
I have screen dumps showing the 40 pups and the expected gold medal!!!

And there I was thinking - NOW I UNDERSTAND!
I quite clearly don’t

I reported the same problem before the holidays when my silver reward was 3 animals. Totally unexpected. Fortunately I haven't touched my rewarded animals yet so will see if they need to fix it. So, maybe they switched them in error, or its a glitch.

Here one week later the scoreboard states that I bred 35 pups ....? (image - 4.jpg)
But as you can see above (image3.jpg) the same scoreboard stated one week ago that I bred 40 .... ?
Hmmm ...??

What about the tortoise one ? That appears to be cut off of the last image.. is it happening for all your completed achievements ?

Because I didn't quite understand how everything worked, I continued to breed turtles until I had set 200 free - according to the in-game scoreboard .... now the scoreboard reads 162.
I don't know with the others - As I said, I had a feeling that I didn't quite understand the system.

Would the discount of animals be because you bred/released them after the quota was met but before the time ran out ?
If so, I wouldn't be surprised if some of my achievements were like that but I doubt they rigged the system to stop counting when they had reached 100%. From a conservation view, if 1000 were released rather than 500 that was requested would it be a problem ? Sometimes, if they are good breeders you don't need too many to help them propogate the species naturally, but there are others that aren't and any additional would be a bonus. But, this is a game and some things in real life aren't able to be created in a computer game ... most, but not all rofl.
