Has "The Pilots Federation" faction in LHS 3447 always existed?

Logged on today at Dalton Gateway where I left off after last week's CG and The Pilots Federation is in charge of the station. I've never seen them before, but I also haven't been back to these starter systems since maybe late 2014 - early 2015.

No missions or passengers available for them.

Are they our Pilots Federation? Or just a faction that curiously has the exact same name? And are they new from the CG? Did the CG actually accomplish something in game like I wanted it to?

Inquiring minds want to know

They have two outposts and a station. I'm pretty sure they haven't been there for long. It is the same pilot's federation, as I'm friendly with them.

I suspect they have been recently added, and removed from the BGS. This way at least those 3 stations/outposts won't ever get UA bombed or lockdown.

It will be interesting to see if lockdown at Shintara Dez-however you spell it affects these stations.

Well as of the end of that CG LHS 3447 Dynamic & Co were in control of the system and I think those stations, and The Pilots Federation was not here. I did tons of bounty hunting for that CG and I doubt that faction lost control in a matter of a few short days. I think The Pilots Federation was added manually, and good if they're removed from the BGS but they won't ever have missions or passengers?

And I'm neutral with them for some reason. I guess I need to rank up more combat, trading and exploration.

The fastest way to become allied with a faction is to bountyhunt and cash in the bounties at their stations. Trade is pretty good too. Missions is the slowest way to do this.

Noticed something similar in Asellus Primus.
After the CG ended, The Pilots Federation appeared as a minor faction in Beagle 2 Landing (could swear they were not there during the CG).

If they're not a normal BGS faction there may be no point in raising rep with them, or rep may be tied to your elite ranks. There were no missions or passengers for them after I reloaded the board a few times.

I'm just curious what their function will be. There's already that "novitiate pilots" faction in LHS 3447.
