"Placeholder" ships could still be useful for storing specific modules at a specific location without taking up one of the available slots in the storage locker, plus wouldn't incur delay / cost in accessing them there. E.g. To store a Prismatic shield at an "outpost " base distant from your main ship collection.

I know a lot of dispossessed ship crew that could use a ship. They have wing experience... just not actually flying.
