Have AI Combat Tactics Changed

I have a new Python (just upgraded from Lakon Type-7) mainly kitted out for trading but as its got 1 Beam Laser and 4 Multi cannons, I thought I would take it to the local Nav Beacon for some combat trials. Managed to kill everything from an ASP down, so headed back to my home base very pleased with myself. On the way back I was Interdicted by an ASP so felt quite confident to engage, one thing I wasn't expecting was him flying straight at me at full speed. I managed to partly get out of the way but the impact took half my Shields away so I thought right now your going to be space dust mate and turned in for the kill, but blow me he did the same again, this time my Shields failed and hull down to 83%. I eventually FSD'd out of there and found my repair bill was 281,000 Cr - so watch out for Kamikaze ASP's !!
 
I haven't had a problem with them ramming me, but I am noticing better armed NPCs attacking. I was doing a little system scanning in my Cobra and got interdicted by an Adder. I wasn't too worried until he took down my shields with a couple of rail gun shots. Turns out he was armed with two rail guns and a multicannon. I managed to kill him, but it was definitely a step up from the types of enemies I was used to.
