Have Retreats Been Disabled in The BGS?

The long delayed expansion of OoM landed us in Dievat. As the system is run by another player group we quietly arranged to leave again: Our starting Inf was 7.5% which over a few days we reduced to 2% then 1.7%.
In theory dropping below 2.5% should have triggered a pending retreat however no mention of one was on the station news.

We've now bounced back to 5.7% (thanks to whoever gave us the boost, but we are actually trying to leave) and will be making our way down again...if it's worth it.....we don't really want to work for everyone in the system except us, especially if it ain't gonna do no good.

Is there any "official" stance on whether retreats have been nobbled for the time being?

Great, so if we head down again that should have expired and we get to leave. Thanks for clearing that up

Sometimes a system controller might like a friendly pmf in the system at the lower end. Makes actual hostile invasions more easily defended against, if not prevented if there is somewhere else for the expanding pmf to end up.

I agree, and we have various systems where friendly player factions are present. We now control 54 systems and are that "friendly pmf" in another six. We also do a daily "Milk Run" which involves one of the five active "Admirals" visiting every system we exist in and, with the help of a program written by one of the Admirals, checking the situation of those systems.
The milk run takes a minimum of an hour to complete (and lately longer due to jump times) and we've decided that we're not interested in adding more systems to the job unless they have some use to us.

Do we know who long the cooldown is?

A faction that is now at +4 days since arrival in system and being held at 1% has not moved into pending retreat yet. Always thought it was a shorter timer than 4 days.
