The thing is - your screenshot show that you are trying to buy the SRV itself not the Hangar. This is what i am trying to explain.
I am going to start the game in a few minutes and check this by myself, but i am pretty sure that you are trying to buy the Scarab without having a Hangar fitted.

Module Shop / Optional Internals / Planetary Vehicle Hanger.

No worries. The new UI is a bit un-intuitive, to be kind. In Horizons it was much simpler. Adding the new "button" to actually buy the vehicle is a bit confusing if you haven't got a hanger to put it in. Glad you're sorted!
