Engineers Have the goal posts been moved for Rngineers blueprints?

I have level 4 FSD increased range on my Annie and for several days now have been looking for chemical manipulators so I can go back to Elvira and try for level 5.
But when I get there I find level 5 is locked, only level 1 is unlocked.
Did I miss something in the patch notes for 2.2?
Do I now have to go back to level 1 and work back up to level 5?
Only I sold most of my Rngineers commodities so I could hunt for chemical manipulators in relative safety :(
I currently have a 27 ly range, which considering the amount of stuff I have fitted seems ok ish, is it even worth going for level 5?

You should still have the same level of access. Try relogging? If not submit a ticket

I assume by that jump range you are doing some sort of hybrid trade/combat build. You will probably gain another 2ly or so with a rank 5 upgrade. Up to you to decide if it is worth going for.

Not sure, without sounding like a       , you sure you didn't get your lvl 4 with Fraseer and not Elvira?

I have unlocked levels 1 to 4 but no longer have mats to do them so they are red, unavailable.
Level 5 is grey, locked.
I am getting the mats I need to redo level 4 at the mo, in the hope that this will unlock level 5.

You don't need to redo Rank 4, although if you can get the components easily enough, its the quickest way to open up Rank 5. If you have only just unlocked Rank 4, crafting 3 or 4 of the Rank 4 recipes will be enough to unlock Rank 5.
As an alternative, you can do around 9 of the Rank 3 recipes and get the same result. If you had loads of Sulfur or the other Rank 1 recipe commodities, you can spam Rank 1 recipes and unlock Rank 5. Just takes ages.
