Been looking for RESTORE missions,, but it would seem every station I look at that mission box is always 0/0 missions ... so has this been removed or just a broken part of the game?

No. I did one two days ago. Restore missions require settlements to go offline to spawn. What causes them to actually offline in the bgs has yet to be discovered afaik; but if you are just wanting to spam restore missions try looking for factions in a state of infrastructure failure and let me know if you have luck with it.
Negative states will likely generate dead settlements but not all of them will necessarily go dead. Infrastructure failure, Outbreak, Natural Disaster will offer Reactivate missions, for Restore - Civil Unrest is good.
