I too ran into my named NPC "Silus Frobisher" I also killed him, do you think the Devs made it more likely to run into them just to give us some kicks?

At least, I killed a Christopher Barratt. It was just a few days ago and I specifically remember doing so because for a brief moment I recalled it as the name of someone in my old school year. I then realised that I'd remembered the name completely wrong to the chap's actual name.Unfortunately I can not remember what he was flying or how competent he was but I assure you he met a swift death.
There was a nice thread about a fellow who named an NPC after his dying father. The game was released after his father had passed. Then the fellow found his dad in deep space. What a beautiful story! Except that he killed his father and took the bounty. Well, forget you read that last part.
I once found an NPC version of someone I truly loathe. Me in a C-rated Cobra, he in a Federal Dropship. I took him down to 15%, but he had me down to 10% and a seriously cracked canopy. I had to let him go. Much nerd rage that day.
