Are you in Alioth system running missions for Alioth Alliance of Independent Systems? You need to continue running missions for that faction, from that system in order to receive the invite. I do not think you need to remain in the system to get the invite, I did not receive the invite while I was actually in Alioth system, I was however running a mission from Alioth system for the Alliance of Independent Systems and did not receive the invite until had continued to run several more missions for them than was necessary just to get Friendly with them. o7

What are you talking about? The description under that progress bar clearly says "Get friendly with Alliance of Independent systems". And that is exactly what is needed to get the invitation.
Then (or before) you have to gain the Alioth permit. That means getting allied with Alioth Independents.
I don't think there is any fence, there. It really couldn't be much simpler than that.
Wanna befriend an engineer? Do what he asks you to do. Wanna get a system permit? Get allied with its owners and they will let you in.
It takes time, yes, but everything in Elite does.
I'm on the same side-quest at the moment. Luckily the Alliance already thinks I'm a real swell fella for some reason, so all I had to do last night was fly up to 78 Ursae and start working the minor faction. Letting it come to you, FTW!
Another very easy way to REP up with factions, OP, is to sell them mined metals. Not sure how it affects your standing with the superpower though. Bounty hunting is also great, but I couldn't find an Alioth Independent controlled ring with a RES in it. Any compromised nav beacons out there?
Yes, selling exploration data or mined ore and metals and claiming bounty vouchers is great for rep. Don't forget you can mine anywhere you want. You just need to sell it at the station controlled by your faction of choice (in this case independents)
Well, I spent all afternoon today doing missions for Alioth Independents, who I was already Allied with, and my reputation with the Alliance hasn't grown one bit. It's still Cordial, and just shy of being Friendly. The same place it's been for months
Perhaps the Alliance doesn't want to be friends with me!
If you want to do it this way, start working on rep with another Alliance faction. Alliance rep raises when the minor faction rep rises. If you're already allied, you won't be gaining more rep.
tbh I think it would be faster if you used mining, trading or bounty hunting (doesn't matter in which system as long as the controlling faction of the station you're trading with/claiming bounties in is Alliance aligned)
