Afraid so.
They have a history of “implement and forget” (the exception being engineers).

And now with Odyssey around the corner, this will be their focus for a long, long time.
Expect no improvements to any other part of the game for at least a year. At least!

I've found that carrying 4 units of Tritium into a Haz Res tends to get rid of the PP ships quite effectively...
