The Colonia colony is growing daily. Many have already moved out there to settle there as a new home, so yes you can. They seem like a pretty wild and happy go lucky bunch.

the next colonia CG is one between a broker faction and an anarchy faction as something a bit more netural and minor faction orientated
I think it was submitted either by code or elements of the kumo crew, similiar to the ant hill mob / federation one in maia, whoever wins it will get control of not colonia but one of the new sub colonies ( and an anarchy faction will open up illegal goods trading and other mission opportunities) adding diversity to the emerging colonia nebula

@OP, for what it's worth, I played the waiting game on moving out to Colonia. I kept putting off until I had "X" amount of credits. Then it was waiting until 2.2 dropped. I still didn't have the credits I wanted, but I finally just realized I would never leave if I kept waiting for this or that. So, now I'm 4500 Lys on my way, and having a blast.
Hang around the bubble a bit, do some CGs, get friendly with Elvira and get that upgraded FSD.
Then if you still fancy a trip to Colonia (which I highly recommend btw), there is a large convoy leaving in december and ambling its way to Jaques
