Engineers Heat Resistant Ceramics

Ok. Is anyone finding these anyplace except at the Materials Traders, which are of no value to me since I DO NOT HAVE any higher grade in the same Subclass that I can trade?

Anarchy systems can be populated or un-populated.
Since they are found at military and authority ship salvage sites, it seems reasonable that I need to look in uss in populated anarchy systems. So far no luck.

Alternative: Are the MILITARY GRADE ALLOYS actually being found in HIGH GRADE USS in War or Civil War system states:
 
You get them from blowing up ships for sure. Their description, as OP posted it, says "military and authority" ships. So blowing them up may have a higher chance than exploding hauling vessels. When you say, "Since they are found at military and authority ship salvage sites," you're combining the first sentence with the second in the description for HRCs but they're meant as separate locations. A USS may have them but not the HGEs since they should only spawn grade 5s. Try Degraded and Encoded Emissions instead (I personally ignore Degraded). However, my personal belief is that in more cases than not, it's faster to hit as many HGEs as I can find and trade for what I want. That being said, I personally find the best method to get HRCs directly is in a Conflict Zone. Every ship there is miliary and authority. I know you've got plenty of info on CZs and you know about the Mat Traders, so I'll just wish you luck. :)

Other types of USSs may have them, such as Combat Aftermath (Threat 0). There are now 2 types of the CA-USSs. Threat 0 is the original type that's similar to Encoded Emissions but without the possibility of data (in essence, similar grade of mats). The higher-than-0 threat level is more a mission you'll receive from a ship there and is usually combat-oriented. Or last I tried them this is how it was for Combat Aftermath USSs. It may be possible to find them in other types, didn't want you to think the others mentioned are the only type.

The only time I dropped into a COMBAT AFTERMATH I was immediately attacked. Not going there again.

This has worked. Both ships now have 18 of these.
I had to hit 17 HGE's in a WAR system and don't you believe it when they say that everything will be GRADE 5. I found G4 & 5 and pretty much the gamete of types.
 
I get them by blowing up pirates and other combat ships for the tier 4 material, and then trading those in for heat resistant ceramics. No trader killing needed. Although, if you prefer to murder traders, I guess technically the description could be correct as ah, if you go to signal sources with traders in them and kill them in an anarchy system then at least nobody would care enough to put a bounty on your head...
 
Boom system HGEs seem to contain Proto Heat Radiators most commonly, then a combination of Proprietary Composites and Core Dynamics Composites. Probably the quickest method of getting Heat Resistant Ceramics is hitting those HGEs and trading down as HRCs are only grade 2 rarity so you don't need too many G5s to trade down.

Use the Galaxy map to filter systems in Boom and just hit them, arrive, scan Nav Beacon and jump back into SC and check the nav panel and HGEs will show up there.

I've been bounty hunting in H-Res recently, I'm swimming in Shielding and Alloy mats so will be heading to a trader soon
 
In my experience of HGEs, what matters for the drops is the state and allegiance of the faction it belongs to. It does not matter if the system is marked as being at war if the faction of the HGE is not one of the warring factions.

Also be aware that if several different drops are possible based on state and allegiance, then what drops will be random among them. In other words, an independent faction in war will have a higher chance to drop the military stuff than a federation faction as the federation faction can also give core dynamics composites.

Best way to try to find military stuff is therefore to look for HGEs of independent or alliance factions at war without being in any other state that affects HGE drops.
