Not sure if this is intended, an oversight, some kind of dial that has been tuned down. But I'm finding I'm not getting much of a reaction from large carnivores when I'm flying around my helicopter - even doing circles around them. My Spinosaurus went to sleep. If you hover long enough you might get a roar, but I'm not sure that's caused by the chopper. They roar all the time. :/
Not really important unless you're someone who likes to agitate your carnivores every now and then to remind them who's in charge (and screenie purposes lol)
