If you're referring to the flight model, pitch and roll is the way to go, not pitch and yaw - limited yaw is a deliberate aspect of the flight model.

Indeed it does - turning rate is optimal when speed is in the blue region of the throttle display. Changing pips assigned to WEP / ENG / SYS allocates more (or less) power to those system groups. More pips to ENG will make the ship go faster.
