HELP!!! ALL of my subscribed content GONE!

Here is a screenshot of my EMPTY subscribed parks tab. Only the content I saved or created is in the game, like parks, blueprints, everything else created by others that I subscribed to including TMTK items are all gone. How do I get Steam to redownload them? I'm at a loss what to do. I have Enable downloads during gameplay checked. I do not want to delete all subscribed items and start over.

I deleted all my subscribed items and I subscribed to one item and it showed up. I didn't need all those items anyway. I had over 13,000 subscribed items. I can just resubscribe to the ones I really need.
