Newcomer / Intro Help: ED not launching after update

I loaded Steam and updated ED for the carriers but after the update finished I tried to launch ED and got the following screen:

I followed the instructions and when I tried to launch again, got the same screen even though I had already set up as it instructs.
If I try to launch ED from the shortcut I get this:

The INSTALL button is non-functional.
Anyone having the same problem?
Anyone knows how to solve it?

Yeah, I had the same yesterday. Try to completely close the Steam. I mean in the bottom right of your your Windows bar there is Steam icon hide in toolbar. Right click > exit Steam > Launch Steam again and then try to update once again.

I tried that.
Exited as you suggested.
When I start Steam again I only get the green PLAY button and if I click on it it goes through the above Needs Update screen again.
Do you know if there's a way to manually update it?

I can't remember exactly what steps I made with that, but i tried:
-In Elite Dangerous launcher > option tab > check for updates. I got information: 'The game is up to date' (or something like that)
-Close ED launcher
-In my Steam app > my games library > Right click on Elite > properities > updates > set high priority
-Close steam completely
-Without launching the ED Launcher I launched the Steam App, and update was started automatically.
