Is that even possible?
Yes - you get rank for completing any mission for a faction aligned to the superpower, and non-controlling factions count towards this too.

Ideally I guess you'd want a system with at least three Federal and three Imperial factions present, to maximise the number of suitable missions on offer. Probably aren't many exactly like that but poking around systems with a Y-coordinate of -30 to -50 should find a good number of options that are reasonably close.

Uh huh, I am allied with just about everyone. Even being pledge to an empire power I travel unimpeded through alliance and fed space. Even get greeted by their ports as a green friendly ally. I like to think of myself as an ambassador. lol You can also drive a factions rating down to hostile and easily build it back up to allied. Its fun messing with factions that way. You can also still obtain permits for locked systems. (y) :cool:
 
I should have added advice.
The way I did it was to hang out in a region controlled by a faction I was building on. So i would, lets say hang out in fed space until I have the rank built up, and then hang out in empire regions until their rank was built up. Then move to alliance regions. There are methods and quick tutorials on you tube, but really all you need to do is play the game naturally, and it will come.
