Help needed: how to buy a fighter for my keelback?

I must be thick but how to I buy a fighter bay and a fighter for my keelback?
I am in Shinrarta Dezhra/Jameson Memorial so I guess this should be on sale.

No it is not, Keelback CAN fit fighters.

I believe there should be a fighter hangar bay next to the SRV bay that you can pick. Size 5 module only iirc.
