HELP! SRV: Restricted Zones

So I was looking for Polonium in Eol Prou IW-W e1-691 and Cadmium in EOL PROU MR-L C8-126, which is around 60 LY or so from Colonia. I of course found some Restricted Zones/Crash Sites being protected by drones. I shot them down and entered the zones and collected some goodies. No harm, no foul. I left the zone with no problem and continued on my merry way.

Then I was doing the same thing on a planet in the actual Colonia system near Jaques Station and found another one of those Restricted Zones/Crash Sites and did the same thing. Shot down the drones and entered to collect my booty! However, this time I got a fine which was issued from Jaques Station! I was now wanted! I had to jump out of the system and come back into Jaques to pay the fine off, the whole time trying to get there getting interdicted by NPC's left and right.

My questions is: How do you know whether you'll get a fine for entering one of these red Restricted Zones/Crash Sites being protected by drones? What did I do the second time that I didn't do the first time? I was actually in the restricted zone even longer the first time and did not collect a fine. the second time there was a local NPC Eagle parked (not doing anything) a few hundred meters away but far away enough to be off from view.

Could it have been that he somehow spotted what I was doing? Was it that I was actually in a system that has a station and civilization/faction patrolling? I think the first two systems don't have any stations or any faction in it, was that it? I need help please...

...when do I know when it's okay to enter to get stuff without a fine...I don't like fines or being wanted. Thank you all for your patience with this noob as he learns the game. Take care.
 
Take care about state of minor faction. If they are at War or Civil War, no problem to kill or get stuff of restricted zone, no bounties.
About that problem in Colonia system, next time check site information, what minor faction control that restricted zone is important to not get bounties and be Wanted.
 
When you target a skimmer (or a ship), it will be identified as being wanted or clean in the info at the bottom left of your HUD. If it is clean, you will get a bounty for shooting it and or destroying it and become wanted yourself, if it is wanted, you will receive a bounty reward.

Things may also be identified as lawless, in which case you are also free to shoot them without consequence, but you will not receive any bounty reward.

Basically, if their legal status is red in your HUD, you are clear to shoot them without becoming wanted yourself.
 
Thanks everyone for the replies. I actually never noticed those skimmer/drones actually having an I.D. of "wanted", "clean", or "lawless"...huh I guess I should slow down more focus on things. I'm alway in a rush I guess. Patience is a virtue in this game.

Not going to lie, I just aim at the skimmer/drone and bring it down, I didn't know. I'm guessing Colonia faction owned the area around the planet where I had landed the second time, it was one of the ones towards the end of the system.


Do these restricted/crash sites exist like outside the bubble and Colonia? Was going to make a trip out to Beagle soon, wondering if these things are all the way out there too?
 
On a similar note, data-terminals are either "public" or "private".
Scanning "private" ones will get you into trouble.

Just one thing worth mentioning:

There are, to my knowledge, 3 types of drones you may encounter:

Skimmers - Armed with a laser, and relatively easy to shoot down.
Stingers - Armed with missles, but also relatively easy to shoot down.
Goliath - Sweet Mother of All That is Holy, this thing is NASTY. Armed with a gatling laser and a miniature packhound. Taking one of these in an SRV is an accomplishment! Better to shoot them with your ship, and even then they'll put up one heck of a fight - and never ram them. It sucks.

My experience outside the bubble is admittedly limited, but I've found that the further away you travel the less likely you'll encounter skimmers. In almost any uninhabited system outside the Bubble, what skimmers and NPC ships you encounter will likely be "lawless".

I have less experience with crash sites, but I've found a couple outside the Bubble that were unguarded. Just materials and canisters lying among the debris.

Thanks again for all the replies. I'll keep an eye for these goliaths and steer clear. I also didn't know about the data scanning if they are private vs public. I guess I just have to pay attention to my bottom left hud and see what it tells me before engaging in anything.
