Engineers Help with "Find missing samples" mission

Ok so ive scanned the nav beacon, found the signal source on the planet surface that has the mission logo but there is only one cargo rack. Collecting the materials did not advance my mission counter either.
So i took off back to supercruise and re-landed. Hey new cargo and rack on the ground, yay. Unfortunately it still did not increase my counter.
Tried using the wave scanner to find nearby rocks that too failed to increase my counter.
The mission details said to look for USS so,even though the mission icon is next to the "wreckage" nav point should i check in space?

If it's a surface salvage mission they're bugged. I've tried several, and only one had the goods show up - and that one had a pair of skimmers attacking me while flying underground.

I'm beginning to wonder if it's all part of the same bug. Maybe these salvage wrecks spawn with the wrong heightmap and any cargo canisters just drop into the planet.

I still cant get the geological samples to appear, but i did manage to complete an occupied escape pod surface mission.
