I think in most cases where you have a building bug it is best to scrap the habitat and start all over. Fixing things most of the time does not work.

Besides flat ground, is there anything else touching the habitat? What is behind the rear wall?
it is basically designe as a modern fountain so basicall normaly there are walls around the barrier to hide the concrete and paths around it but even on a free flat ground it wont work, it might be the size of it its too small to be lowered eventually

Mostly barriers that are in the same angle than the water/world grid refuse to be lowered. So try to play around with the pillars, slighty change the angle of the walls.

that helped but it still doesnt explain why it is working on other maps^^
cause it's another map, another place within the world grid...whatever...
don't think to much about it...why can't I place the same path again....why does something don't work and after delete and undo everything is fixed...why....

Water can be rather tricky in PZ. Watch this video by Rudi Rennkamel. It should clear up some things about the water mechanism.
